Getting a grasp of the !bang syntax is rather immediate for most people.
The current bang page accomplishes that (though certainly much room for improvement).
However, "Goodies" is a bit different. Because currently the meaning of Goodies is a tad convoluted. My suggestion is to more clearly define the scope of Goodies. So that bangs are bangs and goodies are goodies.
So, I think I understand where 'Guest' is coming from. He wants one page for
!bangs and another for 'Goodies'. And we should be able to "get the gist" of Goodies almost immediately - in the same way that !bangs are so simple to get.
I see your vision for showing a specific user type a 'menu' of all the different things they can do with DDG that will help them. Which we definitely should have.
But to be able to effectively use a page like that, there is an inherent prerequisite in that they must first understand what they are looking at. If they don't "get" Goodies or !bangs this kind of a page is going to look like jiberish.
So my solution would be to first show them compelling examples, even if they are a tad generic, THEN give them the opportunity to proceed to a user-type tailored page you have proposed.
And you would do this separately for both !bang and !goodies. In the below flowchart, I conceptualized what this kind of page navigation / user-experience might look like:

And on the third tier (which would require 3 links to get to, coincidentally) is where we find the page you had in mind; for the specific type of person. Ie- developer, designer, foodie, scientist, etc. It is on the this third tier page where we combine both !bangs and Goodies. Because at this point they'll already know what those two elements are.
Of course, it should be noted that user categories will each have their own URL. So once a person finds their appropriate category, hopefully they will bookmark it for later reference - pass it around, etc.
p.s. - it might be worth considering merging the brand effort on "Zero-click info" into Goodies. So instead of saying DDG has !bangs, Goodies, and Zero-click info. We say, DDG has !bangs and Goodies, and a feature of Goodies is that you get Zero-click info.
