Excluded terms are first results

I excluded about four words from a search, and made sure they were at the end of the search, and lo and behold the first ten results (I gave up looking after that) included at least one of those words. Why?

I checked the forum, this happened a year ago but ddg claimed they'd look into it.

I came across this posting because I was having the same problem. My search is
"url underscore vs hyphen -seo"
and one of the first results has the title
"Image SEO - Hyphen vs underscore vs space?"
displayed with "SEO" bolded like the other search terms.

Strange - that query works for me.

Using "url underscore vs hyphen" the first result is:
"Hyphen vs Underscore for SEO URLs"

Using "url underscore vs hyphen -seo" the first result is:
"Hyphens or Underscore vs. "A Space"" and none of the other search results have SEO in the title or description.
