Use other source or develop as a Goodie: "Current time in Paris"

Currently, there is an instant answer for times around the world: https://duckduckgo.com/?q=time+in+tokyo

"time London"
"current time in Tokyo"
"Paris time"

This was originally developed using Wolfram|Alpha as the source, however, they can sometimes be slow to give a result back so the Instant Answer doesn't appear for a second or two after the page loads.
In order to cut down on the page load times, this would be a great instant answer to be converted to a Goodie type: https://dukgo.com/duckduckhack/goodie_ov...
That way, the result is displayed much quicker since we don't have to, "ask" W|A for the calculated result.

Also, if there exists a source that's capable of returning results much quicker, that could be used in W|A's stead.

I have this working as a goodie on the VM right now. Refining results and will send a pull request soon so you guys can look at it and laugh at my perl :)
