Detect the region and language settings using the client's information (browser settings / GeoIP)

When I'm using DDG the default region is US and the language is english, but I'm not in the US and my preferred language isn't english.

My idea is to detect the default language and region settings from the client's data (e.g. browser settings or using GeoIP). Nevertheless the user may change the settings manually as like now.

This could be considered a privacy violation, since it requires some identifiable information just to use the site. Currently, the geoIP is requested when a query that requires it is performed (like weather). Doing it as default is not really in line with our privacy policy: https://duckduckgo.com/privacy.html . Also, this wouldn't really fall under the category of an instant-answer plugin, since it's not operated through the instant-answer box.
