People could search a phrase asking what day a certain day is.

If the search request was formatted like "What day is next monday?" it would return an instant answer based on the current date and timezone of the user, such as "Next Monday is November 23rd 2015"

If the search request was formatted like "What day is November 23rd?" it would return an instant answer based on the weekday of the supplied date, returning an answer like "November 23rd 2015 is a Monday"
Instant Answer name: Dates

Any sort of calendar code should work for implementing this, access to special web services shouldn't be need.

There is this the DateMatch AI (https://duck.co/ia/view/date_math) with similar idea, but with less features than what you described. Maybe implement those features on DateMath IA?

And I'm not a PERL expert by any means, but it seem that what you proposed can be developed with Datetime's package (http://datetime.perl.org/). So probably this would fit into the goodies category
